Mitra and Associates is a pioneer private sector survey-research firm of Bangladesh. Mrs. Boeckmann has significant field-based monitoring and evaluation experience in Eastern Africa including Kenya, Rwanda, and Uganda with a particular focus on the small-holder farmer and female beneficiaries. She has conducted multiple assessments managing every stage of the process from sample and tool design, to data analysis and final reporting. This has included the use of participatory and qualitative methodologies and developing tools and training for field staff with a wide range of education levels and expertise.

Ms. Boeckmann also has significant experience with quantitative and qualitative data analysis for NGOs including KOMAZA, Sustainable Health Enterprises, Nascent Solutions, and Trickle-UP all of which were focused specifically on female beneficiaries.  She served as a supporting consultant on the Manitou, Inc. team, helping to conduct the participatory, consultative, and inclusive evaluation of the HighScope Curriculum Reform Program (for children aged from 2 to 5).

She has a Masters Degree in International Development with a concentration in Monitoring and Evaluation from George Washington University.

Mark Chubb provides policy analysis, public management, and program evaluation support to clients from Manitou’s office in the Pacific Northwest. Mark specializes in projects involving public safety, regulatory policy, and community engagement processes. He is particularly well-versed in regulatory reform and consensus decision making processes. He has extensive experience gained in both the U.S. and New Zealand applying the principles of new public management and public value to complex organizational design and development problems. Mark Chubb has also led successful strategic initiatives to develop and deploy enterprise risk management solutions. Mark’s clients value the strategic vision and innovative analysis he brings to their projects. Most recently, he served as a subject matter expert for development of curriculum on social media for the FEMA’s Emergency Management Institute.

John Cochran spent over seventeen years with the Russellville (AR) Fire Department, ultimately serving as a training officer and Fire Marshal. He played a key role in the creation of the Arkansas Fire Marshals Association and served as the organization’s first president from 1993 – 1995. In 1993 he was appointed by the governor of Arkansas to the Arkansas Fire Prevention Commission, and also served as a member of the Arkansas Chapter of the American Institute of Architects Continuing Education Committee where he lobbied for the inclusion of fire safety and related code topics. In 1995 Mr. Cochran was appointed as a Fire Management Specialist with FEMA’s U.S. Fire Administration. His assignments at USFA dealt with a wide range of fire protection issues including development of municipal fire services planning, organization and deployment guidelines and standards and related fire academy curriculum. He is best known during his time with USFA for his resurrection of agency’s fire defense master planning program; a planning model referenced by local municipalities when developing long-range strategic plans. Cochran served as a principal committee member of NFPA 1200 and 1710 and is currently a member of NFPA’s Technical Committee on Emergency Service Organization and Risk Management.
Cochran was assigned by USFA to FEMA’s forward incident command team during the onsite operations following the attacks on the World Trade Center on September 11, 2001. After leaving USFA, he worked for Raytheon Corporation where he managed homeland security business development. He returned to the fire service in 2005, serving in the Little Rock (AR) Fire Department and then in 2007 to Russellville as Fire Chief. Cochran provides a wide variety of consulting services to local government primarily in the area of fire and emergency services assessment and planning including the development of fire department master and strategic plans and fire station location, staffing, and related studies.

Ms. Paulette Nichols, a retiree from UNICEF, has managed and contributed to several situation analyses and assessments in Africa (e.g., Angola and Southern Sudan) and the Eastern Caribbean States (i.e., Antigua and Barbuda, Barbados, Commonwealth of Dominica, Grenada, Federation of Saint Kitts and Nevis, Trinidad and Tobago, Saint Lucia, and Saint Vincent and the Grenadines. She has also led a team to conduct an assessment of the effectiveness of non-governmental organizational (NGO) activities to support Mozambican refugees in Zimbabwe. She has a stellar understanding of the role of the host government and non-governmental organizations (NGOs), human rights needs, gender, child protection and rights, Early childhood development (ECD), and United Nations-NGO partnerships in all three phases of the humanitarian spectrum (preparedness, response, and recovery).

Dr. Jennings is a rare blend of education, training, and experience in the field of public safety. His Doctorate in City and Regional Planning from Cornell University is backed by over 20 years of fire service experience in New York and Maryland, including serving as Deputy Commissioner of Public Safety for the City of White Plains, NY from 2002-2008, and Chair of the Board of Fire Commissioners for the City of Ithaca, NY. He holds a Chief Fire Officer designation from the Center for Public Safety Excellence.

Dr. Jennings is a recognized authority on community-level fire risk and analysis and long-range planning of fire and emergency services. He is an Alternate to the National Fire Protection Association’s High Rise Building Safety Advisory Committee (HRB-SAC)and was an advocate for increased safety standards for tall buildings following 9/11. He helped lead nationally-recognized innovation in police-fire coordination in White Plains.

Dr. Jennings is co-editor(with Adam Thiel) of Managing Fire and Emergency Services, published by the International City Management Association. He was recently named a Fellow of the Institution of Fire Engineers (IFE) in recognition of his sustained contributions to the fields of fire engineering and management.
